The Food Code is written by the Food and Drug Administration (FDA) for a regulatory authority to adopt, so the code your inspector enforces is the one your jurisdiction adopted; this guide reads the 2022 edition, whose numbers can move between editions. It is orientation for study in original prose — not legal advice, and not affiliated with any certification program. The Code's logic runs one way: definitions decide which rules apply, then the rules govern people, food, equipment and building, and chemicals, with inspection and hazard analysis holding the whole together.

The definitions that decide which rule applies, and the hazards behind them

Whether a food needs time and temperature control turns on its acidity and water activity. Ready-to-eat food is edible without a further safety step, and that definition bars bare hands. Behind the definitions sit three hazard classes, and only bacteria multiply in food.
The person in charge, the health policy, and hands

A person in charge is present every hour of operation and shows knowledge one of three ways. Exclusion means off the premises, restriction means away from exposed food. Hands are washed 20 seconds at a handwashing sink only and never touch ready-to-eat food bare.
Receiving, and protecting food after it arrives

Food comes only from sources that comply with law, never a private home. Refrigerated TCS food arrives at 41°F or below, hot food at 135°F or above. Shellfish tags stay on until the container is empty and are kept 90 days. Then raw animal foods sit apart from, and below, anything that will not be cooked.
Cooking, cooling, holding and reheating: the numbers, and the organisms behind them

Cooking targets climb with the pathogen load: 145°F for whole fish, intact meat and eggs to order, 155°F for ground meats, 165°F for poultry. Cool from 135°F to 70°F within 2 hours and to 41°F within 6. Hold hot at 135°F or above, cold at 41°F or below. Date-mark ready-to-eat food held past a day: 7 days.
Equipment, warewashing, cleaning and sanitizing

Cleaning removes soil; sanitizing then cuts microbes by 99.999 percent, and only works on a cleaned surface. Wash, rinse, sanitize by hot water or a chemical at labeled strength checked with a test kit, then air-dry. Surfaces touching TCS food are cleaned at least every 4 hours in use.
Water, plumbing, waste, and the building

Drinking water comes from a public system or a tested private one, and every point of use is protected from backflow by an air gap at least twice the supply pipe's diameter, or an approved device. A handwashing sink is for hands only. Pests are kept out by sealed openings and denied a place to live.
Poisonous or toxic materials

Only the chemicals the operation needs are on the premises. Every working container carries the common name of what is in it. Chemicals are separated from, and never above, food, equipment and utensils. Sanitizers and pesticides are used strictly by their labels; restricted-use pesticides only by a certified applicator.
Permits, inspections, correction, and crisis

No permit, no operation, and plans are reviewed before building or remodeling. Inspections are risk-based, at least every six months. Priority violations are corrected at the inspection or within 72 hours, priority foundation within 10 days, core within 90. Fire, flood, sewage backup, lost power or water, or an apparent outbreak means stop and notify.
Hazard analysis, the process approach, and allergens

Hazard Analysis and Critical Control Point (HACCP) is a written, preventive system: find the hazards, find the points where control is essential, set measurable limits, monitor, act on deviations, verify, keep records. The process approach groups foods by trips through the danger zone, not by recipe.
