Most interview advice is written for the candidate and treats the interview as a performance. The public material that federal hiring runs on treats it as something else entirely: a *test*, built from a job analysis, scored against fixed scales, and defended if challenged. That view is more useful from either side of the table. It explains why the questions sound the way they do, why the interviewer is writing while you talk, and why the thing being measured is narrower than "how the conversation went". Read this for the machinery — where questions come from, how answers are scored, what the scoring gets wrong, and where the law draws hard lines.

What makes an interview "structured"

A structured interview standardises two things: the questions every candidate is asked, and the scale their answers are scored against. That standardisation is what turns a conversation into a measurement, and it is also what makes the interview defensible.
Reliability, validity, and why "we know a good one when we see one" fails

Reliability is consistency; validity is whether the thing measures what it claims. An assessment can be perfectly consistent and still measure the wrong thing, which is the failure mode confident interviewers never notice.

Questions in a structured interview are not invented; they are derived from a job analysis that identifies the job's tasks and the competencies needed to perform them. Everything downstream inherits that link.

The lines an interview may not cross

Some questions are unlawful regardless of intent, and the sharpest rule in the area is about timing: disability-related questions and medical examinations are not permitted until after a conditional job offer.
